Our Role

Cornerstone was retained by Kent County Council (KCC) in August 2013 to undertake to an initial review of the operational performance of the council’s Property & Infrastructure Support (P&IS) Department and to scope the options for a possible future delivery vehicle for its property functions.

Following the review of the PI&S Department, the different options available to the council for the delivery of its property functions were identified, and a preferred option was selected. This option was then developed further to enable KCC to make an informed decision about the delivery of their property functions.

Cornestone’s role involved undertaking a review of the existing service delivery offer and the identification of alternative delivery opportunities which were presented to the council’s transformation Board, led by the Leader of the Council. Cornerstone was subsequently retained to advise, shape and deliver the next two phases of work during 2014 which included the development and production of a robust Business Case and detailed Business Plan.

Cornerstone’s role also involved developing the option to establish a Local Authority Trading Company (LATC) including advising on their future operating model; market segment identification and analysis; detailed financial and cash flow modelling.

In October 2015 a formal decision was taken by KCC to establish an arm’s length Local Authority Trading Company to be known as Gen2 Property.
