Cornerstone Assets were commissioned to carry out a two pieces of work in relation to the regeneration of Houghton Regis:
- Kingsland Campus Delivery Options Analysis – we developed and appraised delivery options for the Kingsland Campus, to enable the Council to make strategic decisions about the future of the site.
- Chiltern Vale Strategic Education Analysis – we assessed the future need and organisation of education services within Chiltern Vale, so that the Council would be able to make strategic decisions about the future of the education services which were based on the Kingsland Campus.
As part of our work we conducted an analysis of demand for school places in the area and identified four options for how schools could be organised within the Council’s estate for primary, secondary and alternative provision. We carried out an analysis of the Kingsland site including market research and ascertained the potential developable area and density for the site. We also looked at the potential for co-location of the leisure centre.
We then developed four development scenarios for Kingsland and surrounding sites with varying approaches to delivering the education options, together with differing development scopes for each site. We also identified varying approaches to residential development, and a number of delivery mechanisms. Finally, we also assessed the indicative ‘gap’ in capital funding for the education options, given the anticipated S106 contributions.
