Cornerstone Assets were commissioned to review the availability of sites for flexicare within 10 hotspot locations across Staffordshire. The target was to identify 6–8 locations, which could constitute a deliverable and viable next phase of development.
What we did
Locations were identified through a review of the Council’s estate, identifying market opportunities and looking at off-market opportunities, particularly through contact with a network of public sector bodies and housing associations.
A long-list of 58 locations was identified, which was then reduced to a recommended programme based on suitability, deliverability and feasibility criteria.
Massing studies, capacity analysis and valuations were carried out.
A recommended programme of 8 locations was identified, and a multi-site economic model used to structure a proposed programme, allowing influences from various different economic drivers affecting flexicare developments to be taken account of. Broad programme level strategy/policy recommendations were identified, all of which were developed and informed through continual stakeholder consultation and network meetings.
